doesn't ftp://ftp.freebsd.org/pub/FreeBSD/releases/i386/ISO-IMAGES/5.4/ the bootonly.iso do this?

-bootonly doesn't include the base system, you have to download that for each box you install on if you use that iso unfortunately.
