Cygwin is a unixlike environment for Windows 9x/NT/2000/XP operating systems. While it doesn't have anything directly to do with FreeBSD at all, the FreeBSD administrator who runs a mixed network will likely find many, many reasons to want to use *nix utilities on Win32 computers, such as network backups using rsync, using perl scripts to automate complex tasks, or make it easy for trusted Windows users to start tasks on the server using SSH to fire off scripts on the server from a shortcut on their desktop.
